On 17 September 2017, The Herald Scotland published a news article about the diffusion of foreign fighters now returning to their countries of origin. It puts forth possible reasons for such return - be it disengagement with a terrorist organisation they once believed in which has now failed them, or to open a gateway of "violence to the doorstep of the European continent". The article further predicts an increase in the number of foreign fighters entering Europe with the help of ICCT's report, The Foreign Fighters Phenomenon in the EU - Profiles, Threats & Policies. It addresses this issue by not only analysing numbers and characteristics of foreign fighters across the EU, but also how the Union and Member States assess the threat of foreign fighters as well as their policy responses regarding security, preventive and legislative measures. The article, along with the report, highlight a pressing socio-political issue that requires deeper understanding.
