ICCT Associate Fellows Colin P. Clarke and Charlie Winter in War on the Rocks

August 17, 2017

On 17 August 2017, ICCT Associate Fellows Colin P. Clarke and Charlie Winter published an article in War on the Rocks about Islamic State's (IS) strategic communications legacy.

According to the authors, what made IS a successful movement was its understanding of the need to give its media apparatus a central role in order to attain its propaganda goals, and it has managed to stay relevant in the public eye long after it had lost its pinnacle of power in 2015. Clarke and Winter write that "the scale of the menace presented by the Islamic State today pales in comparison to the myriad other global challenges we face, yet the group nevertheless manages to persistently dominate and terrorize the public mind" through its propaganda. Its success has already started to influence other groups around the world to adopt similar strategic communications strategies.
