ICCT Associate Fellow Colin P. Clarke in Lawfare

On 24 September 2017, ICCT Associate Fellow Dr. Colin P. Clarke wrote an article for Lawfare about foreign fighters returnees. As the Islamic State's caliphate continues to collapse in Iraq and Syria, foreign fighters will return to home countries. Using data from the ICCT's 2016 report on foreign fighters, Clarke constructs a profile for returning foreign fighters that could aide in their capture once in Europe. He suggests that attention should be focused on normal criminal activity, where foreign fighters unknown to the economy may be captured.
