On 25 September 2017, ICCT Associate Fellow Dr. Colin P. Clarke wrote an article in Foreign Affairs on ISIS's transition from an insurgency organization to a terrorist group. The article, titled 'How ISIS is transforming' warned that in light of recent loses, predictions of ISIS's demise are premature. Clarke argues that 'governments must respond with a comprehensive counterterrorism strategy that involves a mixture of policy initiatives' to fight for its 'ultimate defeat'. In the article, he also refers to ICCT Associate Fellows Charlie Winter's and Haroro Ingram's recent argument in The Atlantic about ISIS's ability to 'brand failures as successes', and how this contributes successfully to the narrative ISIS is trying to pursue.
