Associate Fellow Charlie Winter in Lawfare

On 7 January 2018 ICCT Associate Fellow Charlie Winter published an article titled "Virtual Caliphate Rebooted: The Islamic State's Evolving Online Strategy" in Lawfare. Winter discusses Islamic State's strategic evolution in the context of a "full-fledged collapse" of their media and propaganda activities since 2015. Through examining four spheres of their online activity, the article maps the group's 'online ecosystem' which deepens our understanding of the changes to the 'virtual caliphate'.
