On 25 November, Dr. Colin P. Clarke published an article in the Georgetown Journal of International Affairs on the possibility of a coordinated EU approach to the threat of returning foreign fighters. In response to major terrorist attacks and threats across European capital cities, European nations have improved border security and increased the surveillance of potential suspects. Nonetheless, distrust between nations and a hesitance to share how information is gathered presents a serious logistical challenge. Clarke suggests the "only way to effectively map the protean network used by criminal jihadists" is for "local police in one country [...] to pass information seamlessly to nation-level officials in another country." He argues that "The return of dangerous foreign fighters to European soil should be motivation enough for an overarching review of each country’s vulnerabilities."
