The Dutch National Training Institute against Radicalisation (Rijksopleidingsinstituut tegengaan Radicalisering, ROR) commissioned ICCT to conduct an impact evaluation to assess the longer-term effects of the foundational training on radicalisation and extremism. This training is frequently delivered to first- and second-line professionals from various sectors who may encounter these phenomena in their work.
The evaluation followed a mixed methods approach and included three measurement points: a baseline before the training, an immediate post-training evaluation, and a follow-up six months later. The study examined the expected and actual impact of the training across three key areas: participants’ foundational knowledge, their perceived ability to respond to signs of radicalisation and extremism, and their intention to embed the acquired knowledge and skills within their organisations. The analysis also explored participants’ evolving knowledge needs triggered by the training and considered how impact evaluations could be structurally integrated within ROR’s practices.
The evaluation was originally conducted in Dutch and shared with the stakeholders through a final report and presentation in August 2024. The executive summary was made publicly available in both Dutch and English in May 2025.
