In the media: Julian Lanchès and Kacper Rekawek on Russia's hybrid attacks in Europe

February 24, 2026

On February 24, the Wall Street Journal published an opinion article examining Russia’s alleged covert campaign of sabotage, espionage, and destabilisation efforts across Europe, in addition to the ongoing military war in Ukraine.

The article cited a recent update to an earlier report by ICCT–GLOBSEC. The update, prepared by Julian Lanchès, a Junior Research Fellow at the International Centre for Counter-Terrorism, and Kacper Rekawek, a Senior Research Fellow and Programme Lead at the same organisation, documents at least 151 incidents across Europe since the start of the Russian invasion of Ukraine that authorities or media have directly attributed to the Kremlin. Reported incidents include suspected sabotage, arson, espionage, assassination plots, and efforts to stir social or religious tensions.
