In the media: Kacper Rekawek and Julian Lanchès on Russia's Hybrid Attacks Targeting Europe

On 26 February, TVP World, Poland’s public service international news channel, aired its daily evening news programme. One segment zoomed in on the growing number of attacks allegedly orchestrated by Russia through proxy actors across Europe. The report cited the ICCT–Globsec study, in which Kacper Rekawek, ICCT Senior Research Fellow and Programme Lead, and Julian Lanchès, ICCT Junior Research Fellow, documented 151 such incidents between February 2022 and February 2026.

As part of the report, ICCT Junior Research Fellow Julian Lanchès was interviewed, discussing emerging recruitment dynamics behind these activities.

“This online recruitment really resembles terrorist recruitment, as has been done, for instance, by ISIS. What we also see, as quite an important pattern and which I believe is often overlooked, is in-person recruitment," Lanchès stated.
