Countering Incitement and Violent Extremism

ICCT co-organised the Second and Third National Workshops in Tunis as well. The focus of the workshops was to build a tripartite platform of representatives of the government, civil society and private sector to implement the national plan of action to prevent violent extremism.

In March 2017, the Second National Workshop was held. This enabled representatives of the government and civil society to discuss the development and implementation of a national action plan on countering incitement and violent extremism and commence engagement on the establishment of a tripartite, multidisciplinary consultation platform. The Third Workshop was held in Tunis in July 2017. This brought similar representatives together to continue discussion on establishment and mandate of a multi-disciplinary, tripartite platform for the implementation of an action agenda on CVE/PVE.

From 20-22 January 2015, ICCT in cooperation with UN Counter-Terrorism Committee Executive Directorate (CTED) and Human Security Collective (HSC) organised a National Workshop on the effective implementation of United Nations Security Council Resolutions 1624 (2005) and 2178 (2014) in Mombasa, Kenya.

Government representatives of various ministries, as well as county representatives and local civil society representatives participated in the workshop discussing issues related to counter-terrorism and countering violent extremism that are relevant for Kenya. Special focus was on the topics of education, reintegration, and rehabilitation of former fighters, community engagement, the role of the media, and the role of women leaders. The working group participants worked jointly to identify common goals and avenues for further action planning.

A three-day workshop concluded on 9 May 2014 at the United Nations Office in Nairobi (UNON) that was devoted to the development of an effective and comprehensive strategy in Kenya to counter-terrorism and violent extremism. The workshop concluded with the commitment of all present to pursue an action-oriented plan to reduce the threat of violent extremism and terrorism in Kenya. It was agreed that such a plan required full cooperation and partnership between the Government and civil society.

Together with the United Nations Counter-Terrorism Committee Executive Directorate (CTED), ICCT organised a regional Workshop for Maghreb and Sahel States in Rabat, Morocco, 17-19 July 2012. The participants identified challenges and possible solutions, which could be part of national strategies to implement Security Council Resolution 1624 (2005).

Workshop participants recognised the need for the international, national, and local actors to better understand the factors that lead certain individuals towards terrorism and to identify ways in which this could be prevented. They agreed that a comprehensive approach involving governmental and non- governmental actors is important in achieving success in de-radicalisation and disengagement from terrorism. Participants contributed with positive energy to the lively and open debate, building bridges between different regions and different actors.
