Celebrating 10 Years of ICCT
This narrative was produced by the International Centre for Counter-Terrorism - the Hague in celebration of our 10-year anniversary in 2020. ICCT is an independent think and do tank that provides multidisciplinary policy advice and practical, solution-oriented implementation support on prevention and the rule of law, two vital pillars of effective counter-terrorism.
ICCT’s work focuses on themes at the intersection of countering violent extremism and criminal justice sector responses, as well as human rights related aspects of counter- terrorism. The major project areas concern countering violent extremism, rule of law, foreign fighters, country and regional analysis, rehabilitation, civil society engagement and victims’ voices.
The Narrative: Challenges and Dilemmas in Counter-Terrorism
This unique narrative is intended to provide the audience with insights into the series of challenges and dilemmas faced by diverse characters in the wake of a terrorist attack.
It is informed and inspired by both work produced through ICCT over the last decade, but also a real-world case study. Its aims are to inform the audience on the multitude of complexities associated with the field of counterterrorism, as well as to provoke curiosity about this field, and even empathy for the tough choices that have to sometimes be made. It is also intended as a tool for disseminating our research on counter-terrorism through a choice-based narrative, placing readers in the perspective of key actors after a terror attack.
What to Expect
In this narrative, you will have the chance to explore three scenarios through the eyes of several characters through a series of questions faced by a person in that moment of time.
The scenarios are the attack itself; the trial and prosecution of the perpetrator; and the aftermath and lessons learned following. You will be able to explore these chapters via the perspectives persons associated with law enforcement and probation; the trial and prosecution; policymakers; a journalist; and a member of the public.
Each chapter and question offer a point of consideration and reflection for the audience. They also provide the reader additional readings from ICCT work in the past, as well as real-world examples from a case study that will be revealed as the narrative moves forward.
