In an article in Foreign Policy, ICCT Associate Fellow Collin P. Clarke elaborates on the new tactics of ISIS to survive economically. Although the terrorist organisation has lost 98% of its territory, it is still able to continue its operations using money they have smuggled out of Iraq and Syria. Furthermore, new tactics are developed to earn money, based on guerrilla-style tactics.
