ICCT participates in the European Union project CT Monitoring, Reporting and Support Mechanisms (MORSE), funded in third countries under the Instrument contributing to Stability and Peace (IcSP). Since its establishment in January 2015, CT MORSE has focused on strengthening the global delivery of the various CT and P/CVE projects financed by the EU through improving coordination and coherence, as well as reinforcing EU engagement within the Global Counter Terrorism Forum (GCTF) framework.
The project has an overall global remit, with specific geographic focus areas which include the Balkans, Middle East, North Africa, West Africa/Sahel, Horn of Africa, Central/South/South East Asia, and the Caribbean. It makes interventions in the areas of:
- Knowledge Sharing & Outreach
- Monitoring and Evaluation
- Expert Analysis
- Advocacy
- Coordination
- Project Support.

About the project
As part of its CT MORSE activities, in 2017 ICCT developed a CT training curriculum, including a training guide, lesson plan for training sessions, and learning aids for training sessions (all electronic and written teaching and learning tools). This will take place under the next CT MORSE consortium. In the same year, ICCT also assisted with the project's logical framework and monitoring, measuring the impact of CT MORSE activities.
In 2018, ICCT conducted an evaluation of the EU's external intervention in CT, including P/CVE, for relevance, coherence, efficacy and impact. ICCT published a report on this topic, which included 18 recommendations to inform the future implementation of EU-funded CT and P/CVE activities.
As of 2022, ICCT has also been investigating the capabilities, needs and opportunities for operational support that the EU could provide to the repatriation of Iraqis in al-Hol to Iraq. A return process of Iraqis from al Hol to Iraq has already been set in motion from May 2021. The Iraqi authorities have succeeded in creating a framework that with assistance from the international community could be able to facilitate reintegration into local communities for the Iraqi citizens in al Hol. ICCT experts produced a study that proposed options for EU's participation in coordination with the Iraqi authorities and donors on the repatriation of Iraqis from al Hol, and their reintegration in local communities.
