Roger Lu Phillips is Legal Director at the Syria Justice and Accountability Centre (SJAC), where he oversees teams conducting documentation and data analysis of evidence of atrocity crimes as well as terrorism. His teams utilise both closed source and OSINT to investigate perpetrators and analyse systems of mistreatment. He also oversees SJAC's capacity-building work in the MENA region and worldwide to share case-building, documentation, and data analysis techniques with other organisations. He leads SJAC’s partnerships with special war crimes units prosecuting Syrian war crimes pursuant to universal jurisdiction and supports various UN entities conducting investigations. He publishes regularly on issues involving the prosecution of atrocity crimes and ISIS fighters as well as transitional justice. He also teaches international criminal law at Catholic University in Washington, DC. Previously, he served for ten years as a UN legal officer at the Khmer Rouge Tribunal and the International Criminal Tribunal for Rwanda, where he analysed evidence, drafted judicial decisions and judgements. He is a member of the Colorado and Washington DC bars. He served as an Associate Fellow at the ICCT until 2026.
