The Wall Street Journal's Editorial Team recently discussed research from the ICCT on Russian sabotage operations across Europe. The article draws on the ICCT's count of 141 successful acts, a category that includes assassination attempts, arson, bombings, public disturbances and other terrorist or criminal activity. The same data records a further 45 comparable plots that either failed or were foiled before they could be carried out.
