ICCT Associate Fellow Dr. Colin P. Clarke Article in Carnegie Endowment for International Peace
On 3 November, 2017 Dr. Colin P. Clarke wrote an article for the Carnegie Endowment for International Peace on the future of counterterrorism efforts. The article asserts that although the Islamic State has been ousted from its Raqqa headquarters, it remains a dangerous criminal network. In addition, who will provide security and governance in Raqqa now that IS is no longer in control, remains to be seen. This issue is further complicated by the various militia groups operating in the area. According to Clarke, “It is now time for the U.S.-led Coalition to figure out what its next counterterrorism steps should be[.]”
