In this op-ed on PVE in the Philippines, Acting Director Dr. Alastair Reed argues that a successful post-siege PVE strategy relies on grassroots engagement alongside state-led investment to meet civil society's critical needs. Tackling the grassroots dilemma of violent extremist recruitment requires grassroots solutions. As Dr. Reed points out, this involves "supporting moderate, respected local leaders to lead dialogue about the political and social grievances that drove — and still drive — support for Maute and ASG."
