NATO Guidebook on Inter-Agency and International Cooperation In Counter-Terrorism

ICCT is working with NATO to develop a non-binding guidebook identifying good practices and recommendations on inter-agency and international cooperation in countering terrorism.

NATO and ICCT recognise that countering terrorism is a collective effort, requiring cooperation among various stakeholders, domestically and internationally. The guidebook will therefore address a range of topics including good practices for establishing joint counter-terrorism mechanisms (fusion centres, civilian-military cooperation, etc), coordinating crisis response and strategic communication among relevant ministries and agencies, and strengthening military coordination with law enforcement.

The guidebook draws on NATO's own experience and that of its Allies, and will be shared with law enforcement officials and military staff from non-NATO partners including the Mediterranean Dialogue, Istanbul Cooperation Initiative (ICI), the African Union (AU), and G5 Sahel, as appropriate.
