ICCT’s Monitoring and Evaluation Centre of Excellence is conducting a programme evaluation for the Municipality of Arnhem in the Netherlands. Addressing radicalisation at the local level has a long-standing tradition in the country, and Arnhem formally established its approach in 2013. There is a growing interest in programme evaluations at both local and national levels to ensure the relevance and potential for impact of such approaches.
At the beginning of 2025, Arnhem will adopt an updated version of its radicalisation approach. This evaluation aims to assess this strategy by examining:
- Its appropriateness, relevance, and coherence in addressing the municipality’s specific challenges and whether these aspects can be plausibly demonstrated;
- The extent to which the approach is evidence-based;
- The integration of existing knowledge and local context into the strategy;
- The extent to which the design and implementation enable process and/or impact evaluation.
The evaluation employs a range of data collection methods, including document analysis, a focus group discussion, and interviews with key stakeholders across the municipality. The findings will be presented in a report and a concise two-pager. The results will be shared with stakeholders in a final presentation to raise awareness, discuss outcomes, and explore opportunities for improvement.
