Fulco van Deventer is the co-founder and Vice Director of the Human Security Collective (HSC) and an Associate Fellow at the International Centre for Counter-Terrorism – The Hague (ICCT). He brings extensive expertise in governance, security, counter-terrorism, and countering the financing of terrorism, as well as in the regulation of the civil society sector.
In recent years, Fulco has collaborated with governments, civil society organizations, and the financial sector to enhance Preventing Violent Extremism (PVE) planning processes and facilitate masterclasses promoting a whole-of-government and whole-of-society approach. He provides specialized training for governments and non-profit organizations on Anti-Money Laundering (AML) and Countering the Financing of Terrorism (CFT), in alignment with the FATF recommendations, and conducts risk assessments for the non-profit sector.
His work is primarily focused on West and East Africa, the Middle East, and the Netherlands. Fulco also serves as a board member of the Global Community Engagement & Resilience Fund in Geneva and as an advisory member of the Knowledge Platform for Security and Rule of Law in The Hague.
