Dr. Anne Charbord is an international human rights lawyer, focusing on human rights and security. She is the former legal advisor to the mandate of the U.N. Special Rapporteur on human rights while countering terrorism, and a visiting scholar at the Human Rights Center at the University of Minnesota Law School. She teaches human rights and counter-terrorism at SciencesPo (PSIA) in Paris, and was recently nominated by the U.N. High Commissioner for Refugees (UNHCR, the U.N. Refugee Agency) to serve as a judge in the Cour Nationale du Droit d’Asile (French asylum court). She has co-edited with Manfred Nowak Using Human Rights to Counter Terrorism (Edward Elgar Publishing, March 2018). Previously, she worked for the U.N. Office of the High Commissioner for Human Rights (OHCHR) and the Organization for Security and Cooperation in Europe (OSCE).
