On 16 March 2015, ICCT Research Fellow Dr. Christophe Paulussen was invited by the Council of Europe Parliamentary Assembly’s Committee on Political Affairs and Democracy to participate in a hearing at the French Senate in Paris on the issue of foreign fighters in Syria. In his presentation, Paulussen briefed the committee’s members on the scale of the phenomenon, root causes, implications for countries/societies of origin and national and international policy options. The other invited experts were Prof. Rik Coolsaet (Professor of International Relations, Ghent University and member of the European Network of Experts on Radicalisation - ENER), Dr. Sandra Krähenmann (Research Fellow at the Geneva Academy of International Humanitarian Law and Human Rights) and Mr. Mats Benestad (Ministry of Foreign Affairs of Norway and Co-ordinator of the CODEXTER Sub-Group on radicalisation and the receiving of training for terrorism, including via the Internet).
