In the Media: Georgia Holmer and Colin Clarke on 9/11

Georgia Holmer and Colin Clarke, both ICCT associate fellows, bring complementary critiques to two publications marking twenty-five years since 9/11. Writing in The New Yorker, Clarke, also executive director of the Soufan Center, argues that the "war on terror" was doomed from the outset, structurally unwinnable because it targeted an abstract concept rather than a defeatable enemy. In La Presse, Holmer turns her ICCT expertise toward the Trump administration's 2026 counterterrorism strategy, calling it a hyperpoliticized document that erases far-right extremism from the threat picture while folding drug cartels and a broadly defined leftist threat into the "terrorism" label - a conflation she warns empties the term of meaning and discards two decades of accumulated post-9/11 knowledge.
