On 22 October 2015, ICCT Research Fellow Dr. Bibi van Ginkel presented as a panellist at a conference for the signing ceremony of the additional protocol of the Council of Europe Convention on Prevention of Terrorism in Riga, Latvia. She addressed the various challenges that exist in situations where the military plays a role in the collection of evidence and arrest of terrorism-related suspects and highlighted the insights that flowed from the research project ICCT has been conducting in close cooperation with UN Counter-Terrorism Committee Executive Directorate (CTED) and the EU Counter Terrorism Coordinator's office. For this project, ICCT looked into the practical and legal challenges that might occur if the military would play a role in the investigation of terrorist crimes, the collection of evidence, and possibly even the arrest and detention of suspects, before both evidence and suspects are handed over to civilian authorities for prosecution before a criminal court under civil jurisdiction.
