On 19 - 20 February, ICCT participated in the opening of an initiative by the Global Counterterrorism Forum (GCTF) on foreign terrorist fighters. The meeting was hosted by The Netherlands and Morocco in The Hague. The initiative addresses the complex challenge of individuals who leave their home countries to participate in conflicts abroad, acquiring skills and an ideological commitment that could be used in acts of terrorism in their home countries or elsewhere.
