On the 27 November 2017, ICCT Associate Fellow Dr. Colin P. Clarke wrote an article with Patrick B. Johnston for Foreign Policy about the rise of the Islamic State in the Philippines. The break down of IS's caliphate in Mosul and Raqqa has led to western leaders declaring victory over the region. However, in May 2017 militants in the Philippines were able to seize Marawi, the largest city in the Mindanao region. Clarke and Johnson argue that although IS never formally acknowledged the Philippines as an official wilayat, it's destroyed Middle Eastern strongholds may result in more attention being shifted to Southeast Asia and Sub-Saharan Africa.
