Mr Minks started to work as a prosecutor in 1999 and since 2005 he specialized in counter terrorism and prosecuting war crimes . He served many years as Liaison Magistrate with the International Criminal Court (ICC), MICT and the Embassies till February 2020. Previous to his position as (senior) public prosecutor, he was a practicing lawyer for ten years. Mr. Minks prosecuted (some of them in appeal) highly sensitive cases including against Trafigura (export illegal waste ), three former Afghan generals, a Rwandan war criminal, Somali pirates and the Dutch man van Anraat, who was the main supplier of certain chemicals to Saddam Hussein (who turned it into chemical weapons and used it against the Kurds). He was also one of the two prosecutors who investigated the suicide of the ICTY convicted mr Praljak who took his life at the premises of the ICTY in November 2017.

Since 2010 mr Minks prosecutes national and international terrorists related to the conflicts in Sri Lanka, Syria , Iraq, Libya, Afghanistan, Yemen and Somalia. He also prosecutes violent extremists and right wing terrorists. And is prosecuting cases related to corruption and (international)sanctions

He served three years as (acting) temporary judge in the district court of Haarlem.

Mr. Minks gives (international) trainings and presentations for judges, prosecutors, lawyers and policemen, and guest lectures at different (inter)national universities .He serves currently  as an UNODC/ UNICRI counter terrorism (ct) consultant on different projects (including cbrn attacks) and is co-author of (inter)national ct publications.  Mr Minks was the recipient of several honorary gifts for his work on behalf of victims of international crimes
