Merlina Herbach

Merlina Herbach, LLM is a Research Fellow with the Rule of Law Responses to Terrorism Programme at ICCT. With a background in international law and political science, her work focuses on rule-of-law and human rights compliant responses to terrorism and violent extremism. Among others, Herbach looks at the challenges and opportunities of holding alleged terrorists accountable in different jurisdictions around the globe with a particular focus on women. At ICCT, Herbach is further responsible for the maintenance of two flagship databases, the Foreign Terrorist Fighters Knowledge Hub and the Interlinkages Database. The latter collects case law from various European jurisdictions concerning alleged terrorists who have been and are being prosecuted for terrorist offences, as well as for core international crimes and, where applicable, domestic crimes.
