Hybrid Threats

Hybrid threats have been identified as a growing security concern by many governments. These include malign state interference, disinformation campaigns, state(-sponsored) terrorism, or the recruitment of criminals to conduct operations abroad. While distinct from terrorism and violent extremism, hybrid threats often intersect or amplify these issues. Hence, ICCT has been monitoring such activities for some time, raising awareness and formulating concrete recommendations.
