On 20 October 2011, ICCT organised a lunch-meeting at the Counter-Terrorism Executive Directorate of the UN Security Council in New York.

David Cortright of the Kroc Institute presented the report that he co-authored "Friend not Foe" and ICCT Research Fellow Bibi van Ginkel presented the ICCT Paper "Criminalizing Incitement: A matter of prevention or repression?".

The meeting was attended by several members of the staff of CTED, as well as by staff members of other UN entities such as the Sanction Monitoring Team, UNHCR, UNDP, OCHA, and UNICRI. During the discussion, chaired by Lia van Broekhoven of Cordaid, participants inter alia discussed how stakeholders can work on confidence building in order to optimize the cooperation between states, international organizations and civil society organizations with the purpose to effectively provide human security and to address the conditions conducive to the spread of terrorism.
