On 27 January 2016, the Parliamentary Assembly of the Council of Europe adopted a report by Rapporteur Dirk Van der Maelen on "Foreign Fighters in Syria and Iraq". The explanatory memorandum (part C of the report) is largely based on what Van der Maelen termed the “excellent” study by ICCT Research Fellow Christophe Paulussen.
The report was already adopted earlier, on 7 December 2015, by the Parliamentary Assembly’s Committee on Political Affairs and Democracy, see a previous post on our website.
